AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Pine Forest.
REQUEST FOR RELEASE OF FUNDS
On or about October 7, 2025 the City of Pine Forest will submit a request to the Texas General Land Office for the release of U.S. Department of Housing and Urban Development’s Community Development Block Grant Disaster Recovery funds appropriated under the Further Additional Supplemental Appropriations for Disaster Relief Requirements Act, 2019 (Pub. L. 116-20), enacted on June 6, 2019, for necessary expenses for Activities authorized under Title I of the Housing and Community Development Act of 1974 (42 U.S.C. § 5301 et seq.) related to disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, mitigation, and affirmatively furthering fair housing, in accordance with Executive Order 12892, in the most impacted and distressed areas resulting from the 2019 Texas Severe Storms and Flooding (DR-4454) or Tropical Storm Imelda (DR-4466), also referred to individually and collectively as the “2019 Disasters,” major disasters declared in 2019 pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. § 5121 et seq.), as amended, Texas General Land Office Contract No. 24-067-010-E197, to undertake a project known as City of Pine Forest water improvements.
The City of Pine Forest shall install 2,050 linear feet of 6-inch PVC pipe water main, fire hydrants and all associated appurtenances for water facilities and install six (6) water meters, 5/8-inch to one-inch yard lines, and all associated appurtenances for first-time water service for low-to-moderate income units. Project will also include all associated administration and engineering services.
The proposed project location shall take place along Lakeview Cutoff Street (30.184812, -94.034738 to 30.184812, -94.034738) – area of disturbance is approximately 1.079 acres in Pine Forest, Orange County, Texas.
This project will be funded with CDBG-DR grant funds in the amount of $1,000,000.00, other funds $10,000.00, and total project cost in the amount of $1,010,000.00.
FINDING OF NO SIGNIFICANT IMPACT
The City of Pine Forest has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Pine Forest, 305 Nagel Street, Vidor, Texas 77662 and may be examined or copied weekdays 8:30 A.M to 2:30 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Pine Forest, 305 Nagel Street, Vidor, Texas 77662, Attention: Ms. Lacey Turner, City Secretary. All comments received by October 6, 2025, will be considered by the City of Pine Forest prior to authorizing submission of a request for release of funds. Comments may also be submitted via email at lturner@cityofopineforest.com. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Pine Forest certifies to the Texas General Land Office that Pauline Brown, in her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Texas General Land Office’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Pine Forest to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Texas General Land Office will accept objections to its release of fund and the City of Pine Forest’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pine Forest; (b) the City of Pine Forest has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Texas General Land Office; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Heather Lagrone, Texas General Land Office Community Development and Revitalization at P.O. Potential objectors should contact Community Development and Revitalization Program to verify the actual last day of the objection period.

Copies of the Bid/Contract Documents may be obtained by depositing $ 150.00 with Fittz and Shipman for each set of
documents obtained. The deposit will be refunded if the documents and drawings are returned in good condition within 10
days following the bid opening.
A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified
check or bank draft payable to the City of Pine Forest or negotiable U.S. Government Bonds (as par value) may be submitted
in lieu of the Bid Bond.
Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage
rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition,
the successful bidder must ensure that employees and applicants for employment are not discriminated against because of
race, color, religion, sex, sexual identity, gender identity, or national origin.
The City of Pine Forest reserves the right to reject any or all bids or to waive any informalities in the bidding.
Bids may be held by the City of Pine Forest for a period not to exceed 30 days from the date of the bid opening for the
purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.

The City of Pine Forest received a Texas Community Development Block Grant (TxCDBG) Program grant from the Texas Department of Agriculture for a Streets Improvements Project, Contract #CVD23-0171. A public hearing has been called for 5:05 p.m. on Wednesday, July 23rd, 2025 at the City Hall, 305 Nagel Drive, Vidor, Texas to review the program performance of the activities completed under this grant which will include an explanation of the actual use of the Texas Community Development Block Grant Program funds and invite comments.

PUBLIC HEARING NOTICE

 

The City of Pine Forest received a Community Development Block Grant Disaster Recovery (CDBG-DR) Program Grant, Contract No: 24-067-010-E197, from the Texas General Land Office for the construction of water facilities improvements.  A public hearing has been called for 5:45 PM on 8 April, 2024, at Pine Forest City Hall, 305 Nagel Street, Vidor, Texas 77662 to discuss changes to the project scope identified in the contract performance statement.  The public hearing will include an explanation of the proposed changes to the project scope and invite comments.

Performance Statement Change Request

We are looking for an individual who needs to keep their license active with TCOLE and understands that this is not a paid position. Applicant must be up to date on all current TCOLE training. Applicant must provide the City with a minimum of 15 hours a week patrol, provide monthly patrol logs, and must attend monthly & special council meetings & other city events. TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

The City of Pine Forest is giving notice of the city’s intent to submit a Texas Community Development Block Grant Program grant application for a Community Development Fund grant request of up to $500,000 for a street improvement project in the City of Pine Forest. The application is available for review at the Pine Forest City Hall during regular business hours.

La Ciudad de Pine Forest está notificando la intención de la ciudad de presentar una solicitud de subvención del Programa de Subvención en Bloque para el Desarrollo Comunitario de Texas para una solicitud de subvención del Fondo de Desarrollo Comunitario de hasta $500,000 para un proyecto de mejora de calles en la Ciudad de Pine Forest. CITIZEN PARTICIPATION & GRIEVANCE PROCEDURES NOTICE

FOR THE GLO COMMUNITY DEVELOPMENT BLOCK GRANT-DISASTER RECOVERY PROGRAM

City of Pine Forest has adopted complaint and grievance procedures regarding its Community Development Block Grant Disaster Recovery (CDBG-DR) Program. Citizens may obtain a Copy of these written procedures from the Mayor, Cathy Nagel at the City of Pine Forest City Hall located at 305 Nagel Street, Vidor, Texas 77662, or by calling (409) 786-4100, during regular business hours. These procedures outline the steps for a citizen to follow if he/she wishes to file a complaint or grievance about GLO CDBG-DR activities. A person who has a complaint or grievance about any services or activities with respect to the GLO CDBG-DR project may, during regular business hours, submit such complaint or grievance, in writing to Cathy Nagel at the City of Pine Forest.
